Why do some doubt Pacquiao on steroids issue?

There has been a lot of talk about Manny Pacquiao and steroids for the past few months. Of course it's clear that the Mayweather's feel as if Manny is using PEDS, and the Pacquiao side categorically deny all accusations. Floyd Mayweather then slapped down his demand that Manny take random Olympic style blood testing up until the day of the fight. Manny agreed to blood testing up until 14 days prior to the fight. This writer has a hunch that Manny agreed to testing even closer to the fight otherwise why would Bob Arum slap a deadline down for Floyd to sign or not sign?
My question to those who doubt Manny Pacquiao is a simple one. Why do you doubt Manny Pacquiao? Why can't Manny's accomplishments be as a result of hard work, and dedication to his craft? Has Manny Pacquiao (other than destroy his opponents) do anything to deserve having his integrity questioned? Has Manny Pacquiao ever been arrested of any crimes? No. Has Manny Pacquiao ever been in trouble with taxes, or been in any trouble of any kind? No. Has Manny Pacquiao passed every single drug test ever given to him? Yes. So why is this man's integrity being questioned? Why can't his accomplishments be left for what they are?
Recently I spoke with Floyd Mayweather Sr. During the interview I told Floyd that heavyweight contender Sam Peter was looking good as of late. I told him that it looked as if he's lost a ton of weight. I mentioned to Floyd that Peter even had some abs showing on his stomach. What did Floyd say? Instead of saying something positive, he danced around the topic of steroids again. Why can't it just be that Sam Peter lost a lot of weight and has some abs showing on his stomach as a result of busting his ass in the gym?
Pacquiao's rise to the top has come due to his hard work, his relentless training, and his faith in God. Pacquiao's has done nothing to anyone to deserve having his integrity questioned. Hey, if one day it comes out that Manny all this time was using steroids and has lied all of this time, he will pay a price for it. But until that day happens, his word should be good enough.
